Det så kallade avtalet innehåller preliminärt följande:
- 2°C 'recognised' as the scientific view, i.e. not adopted as target
- 2050 targets gone, both global and annex i
- Parties 'should' co-operate to achieve global and national peak asap, recognising that the timeframe for peaking will be longer in developing countries etc..
- Developing countries 'shall be provided' additional and predictable financing
- Annex I commit to reduce as they say they will (bottom up) compared to 1990 and y compared to 2005 by 2020, as listed in table, now the ranges that have been presented with a note that countries can change the figures till 1 February 2010.
- Non-Annex I mitigation action by Brazil, China (40-45 intensity target), Costa Rica, India, Indonesia, Maledives, Mexico, Philippines, Korea, Singapore, South Africa listed in a table, but with a note that the information is obtained from media sources and has not been confirmed by the governments concerned... as listed in appendix I before 1st February 2010
- full international MRV for actions and financing that are supported, through registry
- domestic auditing, supervision and assessment for non-supported actions, the result of which will be reported through national communications + some intenational consultations and analysis under clearly defined guidelines that will ensure that national soveregnty is respected.
- fast start financ USD 30bn for 2010-2012
- new and additional, predictable and adequate funding as well as improved access shall be provided, and
- in the context of meaningful mitigation actions and transparency on implementation, developed countries set a goal of mobilizing jointly 100 bn dollars a year by 20-20 for developing countries (from public and private, but probably not including developing countries own contribution as in COM analysis)
- Copenhagen Climate Fund be established
- Assessment of the impact of the Accord in 2015. this would include consideration of strenghtening the long term goal [note there is no long term goal..!!]
- Endorses COP dedision = the mandate for AWG LCA to continue its work with a view to presenting hte results of its work in the form of a legally binding instrument to the COP16
The mandate, which is presented in the form of a COP decision and is therefore in form independent of the declaration, being really the only hopeful element apart for fast start finance [which should be solid unlike long term], as it is a much stronger mandate than that of Bali Action Plan

A new negotiation round has been convened by the COP Presidency.
